GRM International is the Managing Contractor contracted by AusAID to manage the implementation of PRSF .The Poverty Reduction Support Facility (PRSF) is designed in response to the Vice President’s request for Australia to provide support for The National Team for Accelerating Poverty Reduction (TNP2K). The goals and objectives of PRSF are aligned with TNP2K, the Presidential Instruction (Inpres) No. 15/2010, and are consist with the overarching goals of sustainable poverty alleviation within the 2008-2013 AusAID Country Strategy under the Australia Indonesia Partnership

An AusAID funded initiative, the Poverty Reduction Support Facility (PRSF), is seeking highly qualified candidates to fill in the following positions:
CHANGE MANAGEMENT EXPERT
Purpose of Role/ Position
- Provide guidance on development of a Change Management (CM) work-plan, methodological change management strategies and back-up support to the PRSF Change Management Advisor. Methodological aspects and plans for stakeholder analysis will be discussed by Change Management Expert with AusAID.
Responsibilities/ tasks
The Expert will assist the PRSF Change Management Advisor in the following:
- Develop an overarching change management work program for the coming 18 months
- Identify bottlenecks and strengths in the existing policy change environment
- Prepare methodologies, stakeholder mapping, engagement strategies and other tools for change management (CM)
The Expert is also expected to carry out the following tasks:
- Provide ad hoc guidance and advice to PRSF more broadly, and to the PRSF CM Advisor on best practice approaches to change management
- Provide high quality briefing and review materials, as requested by PRSF Team Leader
- Provide advice, as requested, to AusAID on change management processes
- Undertake periodic oversight visits to Jakarta
- Other tasks as deemed necessary by the PRSF Team Leade
Outputsr
- CM Work Program for the coming 18 months
- CM methodologies, stakeholder mapping, engagement strategies and other tools for change management
- Change management technical advice for PRSF
- Change management analysis and briefing papers
- CM oversight reports and analysis
Education
- Advanced degree in a subject related to policy change and public sector development
Experience/s
- Minimum 10 years of professional experience in institutional reform and change management issues
- Extensive experience in policy and public sector analysis and policy dialogue.
- Proven experience in strategic planning.
Technical Skills
- Strong knowledge and analytical skills on institutional reform and change management issues.
- Strong communication and writing skills (concept, proposal, and report writing, etc.)
Interpersonal Skills
- Proven record of strong stakeholder relations, with ability to work in sensitive situations, challenging policy environments, and within GoI institutions/ministries; demonstrated strong interpersonal skills. He/she should have a proven record of in providing prompt and quality response to client requests. He/she should be able to effectively communicate internally and externally, share information with colleagues, clients, and management. Excellent presentational and writing skills are required.
Team Work Skills
- Dedication to work in teams. Able to work very effectively with a range of government agencies, development partners (including donors, multilateral agencies and non-government agencies). A strong record of working across organizational boundaries is required.
Time Management
- Ability to prioritize and manage time efficiently. Can handle multiple tasks effectively and coordinate a team to meet deadlines; ability to manage uncertainty and adjust to a changing work program
Language Skills
- Excellent communication skills in English are essential.
Strong understanding over the impact of attitude in handling calls and conversations professionally
